What is HALMAS?

HALMAS is an accreditation given to Halal Park operators who have successfully complied with the requirements and guidelines stipulated under the HDC designated Halal Park Development. It is also a mark of excellence for parks that have noteworthy qualities; namely production of Halal products with the highest quality, integrity and safety.

With the HALMAS status, operators, industry players and logistics service providers will be able to enjoy incentives to help existing and would be players in the Halal industry.



HDC Designated Halal Parks Development Guidelines was prepared to support the development of Malaysia Halal industry aforementioned in making Malaysia as the global Halal hub. The main objective of this guideline is to standardize the Halal Parks development throughout Malaysia ensuring that they are built with integrity, comprehensive and dynamic and to develop linkages between all the parks.

This guideline will enlighten key criteria and strategies in developing Halal Parks which includes Halal Parks Policy – HALMAS, Financing Halal Parks, Incentives in Halal Industry, Management of Halal Parks, Halal Parks Linkages and Clustering of the Existing Halal Parks. In addition, this guideline will also explain procedure to apply for Halal Park Designation (HALMAS).

Formal Application

Formal application for the HALMAS or designated Halal Parks must follow the procedure as stated below:-

  1. Application form (HDC/HP-2, a Business Development Plan for 3 years, an audited report for the last 3 years)
  2. Halal Malaysia Eligibility Criteria
  3. Activities Not Eligible For Halal Malaysia (HALMAS)
  4. HALMAS condition
  5. Available incentives for Halal Industry Player
